Inside ITEC 2024 – Advancements and Insights from a Global Rope Access Community

This October, the IRATA Technical Event and Conference (ITEC) convened in Kraków, Poland, where hundreds of member company representatives from six continents came together for the latest industry updates and insights. Our community grows year after year, with the ITEC a tangible reminder of the truly global nature of the connections we continue to build.

ITEC 2024 featured a full agenda of presentations and discussions over two days. Attendees received key updates on the Association’s latest developments from the IRATA CEO, Executive Chair, and subcommittees, including the release of two new ICOP Annexes (R & S), the WASA 2024 report, and progress on the highly anticipated Rope Access Safety Supervisor (RASS) course.

Industry experts covered a wide range of topics, including behind-the-scenes development of PPE and standards, analysis of splicing techniques, and the theory and application behind the crucial dynamic testing of anchors for fall protection. Unique guest presentations shared firsthand experiences from rope access operations in Antarctica and strategies for expanding the global rope access market.

The release of WASA 2024, presented by IRATA’s Health, Safety and Technical Officer, emphasised the significance of not only learning from tragedy but also from everyday hazards that can easily go unnoticed. Members were reminded of their essential role in reporting incidents and how escalating even minor incidents and near misses for reporting can reveal critical safety insights with far-reaching impacts.

The conference’s technical stage served as a hub for discussion, where exhibitors showcased their latest products, research, and innovative ideas—live demonstrations, including a virtual reality exhibition and in-harness presentations, immersed attendees in real-world scenarios.

ITEC 2024 concluded with the Annual Dinner, an evening celebration at Kraków’s historic tram depot and microbrewery. A relaxed finale to the event, the Annual Dinner hosted the perfect atmosphere for reflection, celebration, and building lasting connections in the heart of Kraków.

Managing Confined Space Hazards in Rope Access – Safety Bulletin No. 50

Confined spaces are enclosed or partially enclosed areas not designed for continuous occupancy, often with access and egress limitations, which present distinct challenges in rope access operations. Workers in these environments face potential risks, such as oxygen deficiency, toxic atmospheres, and physical engulfment. IRATA has released a case study exploring the complexities encountered by a rope access team operating within confined shafts in Safety Bulletin No. 50.

The case study highlights how the considerations in operational planning and ongoing dynamic risk assessment were essential in ensuring a safe outcome for the task when presented with unpredictable conditions.

Despite robust plans that included gas monitoring, forced ventilation, and emergency drills, the team encountered an unexpected rush of gas during work on one of the shafts. This exposure quickly affected nearby workers who experienced symptoms of nausea, prompting an immediate evacuation and medical assessment, which helped avoid further risk. The event emphasises the potential for sudden unforeseen hazards in confined spaces.

Challenges like restricted movement, complex rescue, and reliance on specialised equipment and communication methods in confined areas are compounded by the potential for hazardous gas buildup, as in this case. These conditions underscore the importance of comprehensive preparation and dynamic risk assessments for a safe job outcome.

Driving Safety Forward: 5 Key Lessons From IRATA’s 2024 WASA Report

Independently authored by Mr David Thomas MSc, BSc(Eng), AKC, CEng, FICE, CFIOSH, IRATA’s Work and Safety Analysis (WASA) 2024 highlights actionable lessons from member company employment, incident, and accident data submitted between January – December 2023, to help rope access companies improve operations and protect their workforces. Robust, transparent reporting across all member companies remains critical in building a proactive safety culture and leveraging lessons learned from incidents.

Consider these 5 key lessons to help drive our industry to even higher standards of safety:

1. Addressing Human Factors as a Key Risk Area

Human error, such as lapses in concentration, remains a significant contributor to incidents and highlights the need for greater emphasis on behavioural safety. Efforts to promote accountability while avoiding blame culture can reduce avoidable incidents and build a stronger safety culture amongst the workforce.

2. Harnessing Near-Miss Reporting to Strengthen Safety Practices

Low reporting of near misses limits learning opportunities across the membership. Near-miss reporting offers valuable insights into potential hazards, enabling companies to address issues before they lead to actual incidents. It also provides crucial information for IRATA to share pertinent lessons learned with the broader industry through topic sheets and safety bulletins.

IRATA’s ‘Report a Problem. Prevent a Fatality’ campaign aims to improve incident and near-miss reporting, encouraging a “learning environment where members strive to identify, learn and improve.”

3. Persistent Hazards Require Targeted Solutions

In addition to human error, dropped objects, rope damage, working environment, and failure to identify hazards continue to be recurring risks that require ongoing attention. Members should consider these common themes in their training and procedures and take a proactive approach to prevention.

To assist companies in applying consistent and effective risk management practices, IRATA provides a library of guidance targeting many of these concerns within focused ICOP Annexes and Topic Sheets. These common themes have been implemented into the A&I Workshop agendas, where documented discussions allow IRATA to review possible changes to the TACS, increase awareness and aim to reduce recurrence.

4. Consistency Drives Improvement

Reliable and consistent incident reporting, particularly for near misses, is critical for identifying trends and sharing lessons learned across the industry.

More precise data categories and criteria for defining “dangerous occurrences” implemented in IRATA’s new incident reporting form and associated guidance will facilitate a better understanding of incident patterns and measurement of safety improvements. Incorporated and accessible guidance within the Incident Report [FM-021] is intended to remove barriers to accurate reporting.

Encouraging incident reporting prevails as a primary focus for IRATA’s Health and Safety Committee, with an ongoing campaign to encourage open discussion, without blame, targeting company reporting culture on a global scale.

5. Leading Indicators for Proactive Prevention

“Accident and incident statistics are, by their nature, ‘lagging’.” Prevention must always be an emphasis in safety conversations, where teams are empowered to identify and mitigate risks before they lead to incidents.

Identifying and incorporating key ‘leading’ indicators through proactive safety measures like on-the-ground safety observations, safety conversations, and pre-task briefings, and periodically reviewing their impact, can help companies shape a safer future.

IRATA remains committed to the continued cultivation of a strong safety culture and promoting continuous learning across the rope access industry. Members are encouraged to report all incidents to help inform and educate others, preventing incidents and potentially saving lives.

GUIDANCE FOR INDUSTRIAL ROPE ACCESS WORKS OVER WATER – NEW ICOP ANNEX S RELEASED

In response to evolving industry needs, IRATA has released ICOP Annex S: Working Over Water, guidance for safe industrial rope access operations over bodies of water. This annex to IRATA’s long-established International Code of Practice (ICOP) has been created to provide additional information to assist companies and operatives in effectively planning for and managing the unique hazards and risks associated with working over water.

A significant proportion of IRATA members are involved in offshore operations and other sectors where exposure to the risks of working over water is common. With regulations varying by region and operational requirements, the need for practical guidance is apparent.

The primary hazard when working over water, regardless of location, is a fall from height into water, with the added risk of drowning. The inherent risks associated with this environment demand careful consideration of factors such as additional permits, specific safety measures and supplementary equipment and training to ensure safe work over water.

Annex S offers guidance to help mitigate the risks of works over water, covering topics such as:

  • Water related hazard characteristics and safety considerations;
  • Personal life-saving equipment;
  • Locating a casualty in water;
  • Suitable clothing, tools and equipment;
  • Overboard procedures, and more.

IRATA RELEASES NEW ICOP ANNEX ON CONSIDERATIONS FOR RESCUE PLANNING

At our recent IRATA Technical Event and Conference in Kraków, Poland, the Chair of IRATA’s Equipment and Standards Committee announced the publication of new annexes to IRATA’s International Code of Practice (ICOP).

Newly released ICOP Annex R: Rescue and Evacuation Planning, and Considerations offers guidance on the key factors to consider when planning rescue and evacuation protocols for industrial rope access operations.

The document presents a step-by-step approach for creating a comprehensive rescue and evacuation plan, covering all aspects from arrival at the site and transporting materials to the work area to effectively communicating with the emergency services during a rescue.

While Annex R does not provide technical instructions on physically conducting a rescue, it offers a process and an adaptable template to assist in developing an effective plan. It provides guidance on identifying and evaluating the risk factors leading to the need for rescue, and the hierarchy and appropriate application of different rescue types to address a range of potential scenarios

William Parsons, a leading specialist engineer in work-at-height safety and former Chair of the Canadian Standards Association’s Z259 Technical Committee on Fall Protection, has been confirmed as a guest speaker at this year’s ITEC in Kraków.

IRATA Agrees a Memorandum of Understanding with Working at Height Association Australia

IRATA International has agreed to a Memorandum of Understanding with the Working at Height Association of Australia (WAHA). Established in 2009, WAHA is a forum for all persons working at height. IRATA, the leading worldwide authority on industrial rope access boasts a membership of over 750 companies across 71 countries, with operations spanning every continent.

IRATA CEO Dr Sheila Kondaveeti explained that although the strategic partnership with WAHA is a recent development, the relationship between the two organisations is longstanding. “IRATA and its Australasia Regional Advisory Committee represent 64 industrial rope access companies in Australasia and, naturally, we have been active supporters of WAHA. Our new partnership goes further to recognise each organisation’s commitment to safe working practices and how we can collaborate in the future.”

WAHA CEO Scott Barber said, “The opportunity to collaborate with professional organisations like IRATA ensures that the WAHA mission is relevant to those affected by working at height and that our activities align with the broader objectives of education, empowerment and providing safer workplaces. Ultimately, we are here to ensure people go home safely to their families at the end of the day. Second guest speaker announced for ITEC24

Former programme manager for the European Committee for Standardization (CEN), Alex Beltrao, has been confirmed as guest speaker for the annual IRATA Technical Event and Conference (ITEC), taking place in Kraków, Poland over the 8th and 9th of October at the ICE Kraków Congress Centre.

Alex will explore the relationship between “standards” and “legislation” and how they are linked. His presentation will naturally focus on rope access but also lifting equipment associated with the industry. Regulations on personal protective equipment, machinery, and other construction products will be addressed.

Originally trained as a Civil Engineer, and following a decade’s experience in construction, Alex moved to Brussels in 2013 to take up his role at the CEN, overseeing the development of European standards, communicating between various technical committees, CEN members, and the European Commission.

Following five years at Tata Steel in the UK, Alex was appointed the new Director of Compliance of the Lifting Equipment Engineers Association (LEEA) earlier this year.

First guest speaker announced for ITEC24

Troy Beaumont, Chairman of IRATA’s Australasia Regional Advisory Committee (RAC), has been confirmed as the first guest speaker for the annual IRATA Technical Event and Conference (ITEC), this year taking place in Kraków, Poland over the 8th and 9th of October at the ICE Kraków Congress Centre.

Titled “A year on the ice - Living and working in Antarctica”, Troy will give a flavour of what goes on behind the scenes supporting operations in the challenging environment of Antarctica.

Troy brings over 14 years of experience including that of an IRATA Level 3 rope access technician, safety supervisor and instructor. His diverse background includes service in the Royal New Zealand Navy, working as a New Zealand Mountain Guides Association guide and time spent at New Zealand’s Scott Base in Antarctica.

Troy is Director and Rope Access Manager of New Zealand based Heads Up Access. In addition to his duties as Chair of the Australasia RAC, serving and representing over 60 IRATA Member Companies in the region, he is also an elected member of the IRATA Health & Safety Committee, a position he has held since 2019.

IRATA ICOP ADOPTED AS GUYANA NATIONAL STANDARD FOR ROPE ACCESS

Following the start of commercial crude oil production in its coastal waters in 2019, Guyana has been identified as a location set for significant growth in the Oil and Gas industry. Oil production has surged, with projections indicating that output will reach 1 million bpd in 2025.

In response to these industrial developments, Guyanese authorities have been building the framework to ensure the safety of offshore operations, including safe work at height. To reinforce this effort, IRATA has collaborated with local member company Panthera Solutions Inc. to bring awareness of IRATA’s working practices to Guyana’s Ministry of Labour and the Guyana National Bureau of Standards (GNBS), which manages the development and publication of standards in Guyana.

We are delighted to announce that the GNBS has officially adopted the IRATA ‘International Code of Practice’ (ICOP) as the national standard for rope access; the standard can be accessed via the GNBS website HERE.

The No Falls Foundation, a charity dedicated to the work at height sector, launches its first No Falls Week campaign from 13th to 17th May, 2024. The campaign aims to raise awareness of the importance of safe working at height and prevent falls in all industries.

Companies involved in work at height can sign up to participate in No Falls Week here, where they will receive resources to assist them in planning and implementing activities such as toolbox talks, safety demonstrations, or distributing useful materials throughout the week.

UK CONSTRUCTION SKILLS CERTIFICATION SCHEME (CSCS) CARDS

With the forthcoming changes to the CSCS Card scheme, please see the following information below to assist IRATA Technicians with their applications.

CSCS Statement on Industry Accreditation:
All Industry Accreditation (IA) cards issued from 1st January 2020 will expire on 31st December 2024 and cannot be replaced using IA. This is to meet industry requirements, which state that all construction industry card schemes must operate with nationally recognised qualifications in place for all occupations.

Level 3 Technicians
CSCS accept IRATA Level 3 certification as equivalent to a NVQ level 2 qualification, and therefore current (in date) Level 3 technicians can apply for the CSCS ‘Blue Skilled Worker Card’. Click HERE to apply and then click the ‘Search by occupation’ button; and enter the text ‘Temporary Industrial Rope Access Installer’ in the space provided. Follow the on-screen instructions to complete your application.

Level 1 & 2 Technicians should apply for a CSCS card based upon a recognised trade qualification, or they can apply for a provisional card with no specific trade qualifications, or membership of a trade association or organisation.

CITB Health, Safety & Environment Test
In order to obtain the CSCS card for which you qualify, you may be required to complete the CITB Health, Safety & Environment Test for working at height, (IRATA Level 3’s), or the Health, Safety and Awareness Test (IRATA Levels 1 & 2) which can be accessed by clicking HERE.
