Cessation of Accelerated Entry and the ARAA Conversion Schemes

30.10.2020

CESSATION OF ACCELERATED ENTRY

IRATA recognises qualifications obtained from alternative rope access certification schemes where comparative analysis of the syllabus requirements demonstrates a level of equivalency. Approved alternative rope access certification conversion schemes can be found on our website here. Please note, to read these documents you will be required to be logged into the members area of the IRATA website.

The Accelerated Entry scheme is withdrawn with immediate effect. Consequently, Accelerated Entry applications are no longer accepted. Applicants who have already commenced this scheme will have until 31/12/2020 to complete the Accelerated Entry Procedure, after which point it will become obsolete and IRATA certification relying on this scheme will no longer be granted.

AUSTRALIAN ROPE ACCESS ASSOCIATION (ARAA)

ARAA certification body ceased certification of their technicians as of 01/03/2019. As such, the ARAA to IRATA conversion procedure is withdrawn with immediate effect.

Please note that candidates who have already commenced the ARAA to IRATA conversion procedure will have until 31/03/2021 to complete this scheme, after which point the procedure will become obsolete and certification relying on this scheme will not be granted.

Candidates who have already commenced the Accelerated Entry Procedure or ARAA to IRATA conversion procedure are required to notify IRATA Head Office at training@irata.org.

Please contact training@irata.org in the event of any queries.

COMPLAINT JUDGEMENT – SELF-VERIFICATION & POOR MAINTENANCE OF THE LOGBOOK

30.10.2020

An IRATA L1 technician breached the IRATA logbook policy insofar that he self-verified a logbook entry recorded in his IRATA logbook. Further to this, upon inspection of the respondent’s logbook by an IRATA Assessor, the following additional discrepancies were identified:

  • missing verification signatures of rope access supervisors;
  • alterations made to page totals of hours worked, after verification;
  • incomplete logbook entries; and
  • logbook defacement.

The Respondent admitted their wrongdoing.

The Adjudicating panel determined as follows:

“The Panel note that over 500 unverified rope access hours were entered into the Respondent’s logbook and that this raises doubt about the authenticity of other work hours recorded in the Respondent’s logbook. The number of errors identified and the total disregard for IRATA’s logbook policies is alarming. The Respondent’s admittance of self-verifying his own rope access work hours, as though it was an accepted practice, emphasises the Respondent’s lack of awareness of basic logbook requirements. This also raises concerns about other important policies of which he may be unaware.

Accordingly, the Panel determined that the Respondent shall be precluded from IRATA training and assessment for a period of six months, after which time the Respondent’s reinstatement as an IRATA technician is subject to the successful completion of an IRATA training course and assessment at Level 1. Moreover, the Respondent shall not be permitted to use the logbook hours recorded in his logbook for the purpose of upgrading to IRATA Level 2 and will, therefore, be required to obtain a new logbook.”

IRATA COMMENT

In accordance with the IRATA logbook policy as set out in the ‘Training Assessment and Certification Scheme’, technicians are responsible for the correctness, accuracy and completeness of all entries recorded in their IRATA logbooks. Non-compliance with these requirements will likely result in a sanction.

Please maintain logbooks properly. The IRATA Logbook is an important document that is relied upon throughout industry. Guidance on how to correctly complete logbooks can be found here. If ever in doubt, please contact IRATA for further clarification.

EN 12841 AVAILABLE FOR PUBLIC CONSULTATION

30.10.2020

The long-awaited draft of EN 12841 is now available for public consultation.

EN 12841 “Personal fall protection equipment - Rope access systems - Rope adjustment devices” is an important standard for the rope access industry, applying to rope adjustment devices intended for use in rope access systems.

It specifies the requirements, test methods, marking and manufacturer’s instructions and information for three types of devices split into:

  • Type A – safety line adjustment device, commonly known as a backup device;
  • Type B – working line ascender;
  • Type C – working line descender.

This draft is a revision of the 2006 version of the standard with numerous changes. For those who may be unfamiliar with the document, Appendix B provides a background and rationale regarding the changes between this document and the 2006 version, and Appendix C notes the significant changes between this document and the 2006 version.

We recommend that all members review the draft and provide any comments using the BSI commenting system, as can be found in the link below. All comments submitted shall be addressed by the committee responsible for the draft of this document.

COMPLAINT JUDGEMENT – ASSESSOR CODE OF CONDUCT

30.10.2020

An IRATA Assessor arrived at a member’s training venue to conduct an assessment whilst under the influence of alcohol. The training venue management determined that he was in no fit state to conduct the assessment and therefore cancelled the planned assessment.

The Assessor admitted his wrongdoing, claiming that his dysfunctional state was caused by alcohol consumed at a party the night preceding the assessment, which extended into the early morning hours. It was further claimed that his condition deteriorated due to dehydration and sleep deprivation.

The IRATA adjudicating panel concluded:

arriving at an assessment inebriated to the extent that the Assessor could not undertake the assessment, is in no way mitigated by the Respondent’s claim that his alcohol consumption at a party the night before his scheduled assessment, which went into the early hours, dehydration and lack of sleep, gave rise to his dysfunctional state. The Panel felt that such claims merely emphasised the Assessor’s lack of professionalism and scant regard for the reputation of the member company and IRATA.”

Despite the Respondent’s forthcoming admission of his wrongdoing, the Panel determined that the severity of the infringement left the Panel with no alternative but to indefinitely withdraw the Respondent’s status as an IRATA Assessor, with immediate effect.

IRATA COMMENT

Substantiated cases related the performance of rope access activities whilst under the influence of alcohol or illegal substances will be treated with the upmost severity. The potential risk for harm to self and others cannot be overstated

Technician Logbooks

30.10.2020

TRAINING LOGBOOK HOURS

As stated in TACS [TC-101] clause 4.13.7:

‘Hours accrued whilst being trained in rope access should be logged, but do not count towards the working hours required to upgrade.’

In order to ensure that there is no confusion between working hours and training hours, please ensure that the hours accrued while being trained in rope access are logged in the Training Section of the logbook.

LOST LOGBOOKS

It has been brought to our attention that some Technicians are arriving to training courses without their logbooks. Please be aware that as per TACS [TC-101] clause 4.3.4:

‘Rope access Technicians who are upgrading or revalidating shall provide their logbooks to the IRATA International trainer member company at the start of the training course.’

As such, Technicians who lose their logbook should refer to TACS [TC-101] clause 4.13.11 which states:

‘If any rope access Technician loses their logbook, they should replace it immediately and, where possible, obtain references for the hours they have lost. Where lost hours are required to move up a level, e.g. Level 1 to Level 2, the candidate shall obtain credible references to verify the hours they have lost. Maintaining a scanned copy can guard against such problems.’

Please take precautions to ensure that you do not lose the logbook hours you have worked so hard to get!

‘Stop the Drops’ Video, by Absafe

30.10.2020

During IRATA International’s ITEC 2019 in Sydney, Absafe’s Paul Holland gave a presentation titled “Stop the Drops” which captured the attention of attendees, many of whom were astonished by what they witnessed on screen.

The presentation featured a video demonstrating the impact of dropping items commonly used when working at height. The film captures the destruction that can be caused by dropping the following items form a height of 20 meters:

  • m30 Bolt;
  • Steel wedge;
  • Scaffold clamp;
  • Short scaffold tube;
  • Podger spanner; and
  • A crow bar.

The controlled demonstration was witnessed by workers and significantly improved their awareness of the force of impact when dropping items from height.

IRATA Member Absafe have kindly shared this noteworthy video with IRATA International for the benefit of not only IRATA Members and their Technicians, but for the entire work at height sector.

Why the Rope Access Industry needs to be more selfish when buying insurance

30.10.2020

Having provided insurance solutions to the Rope Access industry for the last ten years, I understand the approach that many technicians have to managing the transfer of their workplace risks using an insurance policy. The phrases “just give me the cheapest”, “I only need it for a contract” and “I don’t need that, it’ll never happen to me” have never been so prevalent when speaking with self-employed rope access technicians, meaning the majority of these operators only ever have the most basic insurance coverage, generally for the benefit of third parties.

Fortunately, the best practices that are continuously developed by IRATA mean that most IRATA technicians are right in their thinking and the incidents do not happen to them. This low frequency of incidents has meant that we have been able to develop the broadest and most competitive insurance products in the market place specifically for Rope Access businesses. However, as the old adage goes, accidents do happen and the consequences of not having invested in sensible protections for themselves and their businesses can be dire.

Take the case of a technician who had been working in the atrium of an office building removing some Christmas decorations. Suspended at a relatively low level, a momentary lapse in judgement and failure to properly comply with the two rope system saw the operative fall twenty feet breaking, numerous bones. Fortunately the individual survived however, the injuries resulted in 6 months off work. Being self-employed with no other forms of income and no meaningful reserves meant that he was only able to avoid bankruptcy and the loss of his home through the help of loans from other family members.

The slightly ironic thing about this terrible incident is that the technician in question had paid £500 per annum for his liability insurance so as to protect himself from being sued should he have injured someone else or damaged another person’s property. He had not, however, considered how he and his family would survive if he was hurt!

Personal accident insurance provides the possibility to insure for both a capital sum following major trauma such as death, the loss of a limb or an eye as well as a weekly amount for injuries which prevent the technician working. Any monies paid out to the company or individual are tax free and the premiums start from as little as £150 per annum.

For more information on how we can help you better protect yourself and your business please contact Rope-Sure on 01256 355656 or email enquiries@rope-sure.co.uk.

Note on the author: Jonathan Evans is the Chief Executive Officer of Rope Sure. Jonathan has held senior positions in numerous insurance businesses over the last 20 years and has been at the forefront of the development of insurance products for the rope access industry since 2009.

RAMRASS Update - July 2019

30.10.2020

The long awaited Rope Access Manager Rope Access Safety Supervisor (RAMRASS) course will be trialled in the North Sea Operators and Scandinavian regions. Final preparations are underway and the pilot is expected to commence September 2019.

RAMRASS applies only to the management and supervision of rope access activities. It is not intended to cover the management and supervision of other worksite activities, for example, structural steel erection; traffic management; confined space work. Nonetheless, those engaged in these and other worksite activities would probably benefit from following the scheme, as many of the same principles apply.

It should be noted that RAMRASS is voluntary, i.e. it is not an IRATA requirement to have these qualifications. It should also be noted that in some cases the qualifications may only be valid when held in conjunction with other valid IRATA qualifications, e.g. Level 3 rope access technician. Tuition for the scheme is not compulsory but is strongly recommended.

RAMRASS OUTLINE

There are two categories of candidate:

  1. persons wishing to become an IRATA-qualified rope access manager;
  2. persons wishing to become an IRATA-qualified rope access safety supervisor.

Candidates are examined on their knowledge of the ICOP, managerial or supervisory skills and appropriate health and safety knowledge. The examinations are based on the learning material made available to candidates. Examinations are undertaken at independent computer-based testing centres. Candidates are advised of their success or failure at the end of the examinations. Results are automatically sent to IRATA head office, where they are checked together with other previously submitted documentation for correctness and validity. Successful candidates are issued with a certificate showing the qualification achieved, i.e. IRATA-qualified rope access manager or IRATA-qualified rope access safety supervisor, as appropriate.

WORKBOOKS

There are four workbooks, which will be available to enrolled applicants of the scheme, once it commences:

  1. Workbook A: Managerial skills for rope access managers;
  2. Workbook B: Health and safety knowledge for rope access managers;
  3. Workbook C: Supervisory skills for rope access safety supervisors;
  4. Workbook D: Health and safety knowledge for rope access safety supervisors.

For the examination at assessment, questions will be drawn from these Workbooks. Some of the topics to be covered are mandatory.

IRATA QUALIFIED ROPE ACCESS MANAGER - ELIGIBILITY

Application to become an IRATA-qualified rope access manager may be from IRATA rope access technicians who have qualified as an IRATA Level 3 rope access technician.

NOTE: The Level 3 rope access technician qualification does not need to be in date at the time of application or thereafter.

After enrolment, applicants are required to have completed successfully, online, the workbooks on managerial skills (Workbook A) and on health and safety knowledge for rope access managers (Workbook B) prior to the second part of their application. In addition, all applicants are required to have a thorough knowledge of the most recent edition of the ICOP.

IRATA QUALIFIED ROPE ACCESS SAFETY SUPERVISOR - ELIGIBILITY

Applications to become an IRATA-qualified rope access safety supervisor may be from:

Complaint Judgement -  Fraudulent Logbook Alterations

30.10.2020

An IRATA L3 Technician [Respondent] breached an IRATA logbook signing policy by making alterations to previously verified entries recorded in their IRATA logbook.

Upon an annual review of the technician’s logbook conducted by an IRATA member company, it was found that the logbook submitted by the technician exhibited signs of alterations to multiple logbook entries, after they were verified by the logbook signatories. In addition to this, the logbook was found to be missing some pages.

The technician denied making alterations to his logbook claiming that the perpetrators were a group of armed robbers who he unfortunately fell victim to. The Respondent claimed that the armed robbers stole his IRATA ID card and logbook amongst other personal items. Further claiming that somehow the logbook alterations were made by the robbers or their associates.

Upon review of all the supporting information provided, the Complaints Panel made the following determination:

“The police report provided by the Respondent to support their claim of being attacked by armed men, who allegedly stole his bag, containing his IRATA logbook and ID card, was inconclusive insofar that the report did not mention the alleged robbery and was in fact a report that derived from an affidavit sworn by the Respondent at a local Court on 4th February 2019. The police report merely recorded the respondent’s own claims made in the statement dated 4th February. Furthermore, the Respondent claimed that his IRATA logbook and ID card were “lost” on 4th February 2019, however, the request for a replacement logbook was not forthcoming until 1st April 2019, almost two months after reporting the loss to the police. Moreover, this complaint was lodged 13th March 2019, 18 days prior to the request for a replacement logbook. It is noteworthy that, to date, IRATA are yet to receive a request from the Respondent for a replacement ID card and that it is a condition of the TACS that technicians are required to have a logbook at all times. Thus, in accordance with the TACS, the Respondent should have requested a replacement logbook immediately following its loss, thereby reporting the loss to IRATA. In this case, the Respondent only reported the loss of his logbook when asked to respond to IRATA’s enquiries regarding this complaint.

In view of the above and as the respondent is solely responsible for the entries recorded in his logbook, the panel have determined that a suspension of the Respondent’s IRATA certification for a period of six months shall serve as an appropriate sanction”.

IRATA COMMENTS

Contact IRATA prior to altering logbook entries once they have been verified.

IRATA technicians are strictly prohibited from making uncontrolled alterations to the previously verified logbook entries without prior consultation with IRATA Head Office. Any proven alteration of the IRATA logbook may result in the suspension or withdrawal of the logbook owner’s IRATA certification.

Complaint Judgement - Fraudulent Impersonation

30.10.2020

It was alleged by an IRATA Level 3 technician [Complainant] that another IRATA Level 3 [Respondent] fraudulently impersonated him by signing technician logbooks entries using the name of the Complainant.

Upon inspection of the respondent’s IRATA certification record it transpired that the alleged fraudulent conduct took place during a period when the respondent was not holding valid IRATA certificate.

In response to the allegations, the respondent admitted carrying out the infringement of fraudulent conduct and undertaking rope access activities whilst expired.

The adjudicating panel made the following determination:

“The Panel note the respondent’s admission of carrying out the alleged infringement, however, it must be stressed that impersonation of another person’s identity constitutes a breach that bears serious implications. Additionally, the Panel also note that the breach occurred during a period of time when the respondent was not holding valid IRATA certification. Despite this, the respondent continued to undertake rope access activities, thereby further breaching IRATA policy.

In view of the severity of the aforementioned offences, the Panel determined that the respondent’s IRATA certificate shall be withdrawn for a period of three years, after which time re-certification at the current level will be subject to a successful completion of an IRATA training course and passing the assessment in accordance with the ‘Training Assessment and Certification Scheme’. The respondent is reminded that such repeat offence may result in permanent withdrawal of IRATA certification.”

In accordance with the sanction applied, the technician was required to return their IRATA certification, ID card and logbook to the IRATA Head Office without delay. Despite this, the technician failed to comply with the above requirement and did not submit the required documents to IRATA as instructed.

IRATA COMMENT

Never sign logbook entries on behalf of another technician, even if the signatory gives you their permission to do so. Apart from being dishonest, misuse of logbooks is considered a serious offence.

IRATA International wins City of London’s Work at Height Innovation Award 2019

30.10.2020

IRATA International is proud to have been awarded the City of London Work at Height Innovation Award at the recent London Work at Height Seminar (LWAHS) 2019, held at the historic Guildhall, London. The award will become a feature of the annual London Work at Height Seminar; it aims to encourage innovation in the Work at Height sector, with specific regard to reducing risk and exposure to incidents. Provided that the criteria to be considered for the award is met, all organisations and individuals will be eligible to receive the accolade.

IRATA International was selected by Justin Tyas and Paul Roberts of the City of London Corporation, as the first winners of the prestigious award, in recognition of their exceptional efforts to regulate industrial rope access and promote best practice within the sector. Additionally, their work planning and organising the LWAHS contributed to their selection as the first winners of the award.

IRATA Chairman Jonathan Capper and IRATA Secretary/General Manager Rodney Marage, accepted the award on behalf of IRATA International, thanking the collective efforts of the IRATA committees, members, auditors, assessors, technicians and staff who work tirelessly to improve upon and grow industrial rope access across the globe.

Both Jonathan and Rodney expressed that they were pleased with the strides made by IRATA in recent years, but recognised that there remains much to be done to improve the industry further. Nonetheless, they were delighted by IRATA’s notable achievement in winning the award and extended their gratitude to Justin Tyas and Paul Roberts of the City of London Corporation for their continued support of London Work at Height Seminar.

IRATA Safety Communications

30.10.2020

IRATA periodically issue safety publications which include ‘Safety Bulletins’, ‘Topic Sheets’, ‘Serious Incident Briefings’ and other occasional urgent safety communications, these are explained in more detail below:

Safety bulletins

Safety bulletins are prepared periodically based on the analysis of safety data and information submitted by IRATA members.

Topic sheets

These are aimed at raising awareness of hazards in the rope access industry and focus on trends identified through the IRATA Work And Safety Analysis (WASA) reports. They are written in a less formal way than the ICOP and TACS and this series may be useful for toolbox talks.

Serious incident briefings

These briefings provide feedback on ‘serious incidents’ (i.e. a fatality, major injury or a reportable incident) and may include both IRATA member and non-member incidents relevant to the rope access industry. These are only available to IRATA Members with access to the ‘IRATA Dashboard’.

IRATA member companies are required to disseminate rope access related safety information to their staff and worksites and keep records of these activities which will be sampled during the course of an IRATA audit. As such, Member companies should be able to provide evidence of dissemination of safety information to their staff and worksites and have records of its distribution and receipt and provide justification for any IRATA safety publications that it chooses not to disseminate.

IRATA safety communications are available at www.irata.org/publications.

London Work at Height Seminar 2019

30.10.2020

Following another successful London Work at Height Seminar (LWAHS) we are pleased to announce that a compilation of highlights from the day’s events is now available to view on our website.

The Seminar, held for the fourth consecutive year at London’s prestigious Guildhall, once again provided an excellent platform for knowledge sharing between attendees and representative organisations from the Work at Height sector. Guest speakers, exhibitors and attendees from the UK, USA and Europe, representing local government authorities, international standard-setting boards, multinational facilities management companies and equipment manufacturers contributed to an excellent and informative event. A rope access rescue demonstration was on show in the historic ‘Courtyard’ of the Guildhall, attracting the attention of the general public, with one passer-by commenting “what thrilling entertainment during a lunch break”.

The LWAHS encourages open communication and collaboration between the different sectors across the working at height spectrum. The seminar is rare in that it is a collaborative effort between the City of London Corporation, IRATA International and the Access Industry Forum (AIF), which represents 11 of the leading Work at Height and Health and Safety organisations.

Glasgow Central MP, Alison Thewliss, who presented the first report from the ‘All-Party Parliamentary Group on Working at Height’, was welcomed back to the LWAHS to give an update on progress. We were delighted to welcome Thomas Kramer (P.E., C.S.P – Principle, LJB Inc.) who delivered an insightful presentation about ‘Lessons Learned and Best Practices from the U.S.’. The Health and Safety Executive (HSE), City of London Corporation and College of Policing, all shared their expertise in their respective fields and were present throughout the day for open discussion and to respond to attendees’ questions. We also welcomed Peter Bennet OBE, Chairman of the Access Industry Forum (AIF) and Managing Director of PASMA, who provided an update on the AIF’s activities.

WORK AT HEIGHT INNOVATION AWARD

This year’s event saw the introduction of the ‘The City of London Work at Height Innovation Award’. The winner of the inaugural award was IRATA International, for their outstanding global efforts to regulate the Rope Access Industry and to promote best practice. Additionally, their work organising the LWAHS was recognised by Justin Tyas and Paul Roberts representing The City of London Corporation. IRATA International Chairman, Jonathan Capper and Secretary/General Manager Rodney Marage were present to receive the award and to thank the IRATA Team and volunteers for their exceptional efforts.

We are thrilled to confirm that the London Work at Height Seminar 2020 will return to the Guildhall, London in July 2020, and we would like to take this opportunity to express our sincere gratitude to the City of London Corporation for their continued support of the event. We would also like to thank our guest speakers, exhibitors and all in attendance for contributing to the growth and success of the event.

TACS update

Shortly we will be releasing the updated version of the Training, Assessment and Certification Scheme (TACS) which incorporates all training and administrative policy amendments to date. A notable inclusion in the latest revision of TACS, is the requirement for training candidates to be shown the ‘IRATA Edge Management Video’ during training.

TACS Full Review

In an effort to ensure IRATA training standards are of the highest quality, the IRATA International Training Department is currently undertaking a full review of the TACS syllabus. We have recently invited our Members to provide feedback regarding each aspect of the IRATA level 1 and 2 syllabus, and are currently in the process of designing a survey, which will invite feedback on our current level 3 training syllabus.

Training Department Expansion

It is recognised that, due to the dynamic nature and expanding application of the IRATA rope access system, we must continually review our training provisions. This will help to ensure that we are meeting the growing demands of industry.

In order to cope with the additional departmental workload, and to aid the soonest delivery of new training products, we are actively expanding our Training Department, under the management of the IRATA Training Manager Ben Eke.
