UKCA Equipment Marking

15/04/2021

The United Kingdom’s departure from the European Union on 31 January 2020 has created significant changes to the marking of products offered for sale within the UK.

Whilst a transition period was in place until 31 December 2020, as of 1 January 2021 the new system took effect. With regard to product marking, this change means that the old European ‘CE’ marking system shall no longer be valid and is to be replaced with a new ‘UKCA’ mark.

In order to provide time for manufacturers to adapt to the change, throughout 2021 products for sale within Great Britain can be marked with either, or both, the CE and the UKCA mark. However, from 1 January 2022, products for sale within Great Britain must be marked with the new UKCA mark.

A CE mark means that a product complies with all relevant EU regulations. In contrast, a UKCA mark means that a product complies with all relevant UK regulations. Whilst these regulations are currently identical due to the ‘Great Repeal Bill’ of 2018, which had the effect of writing EU law into UK law, this does not guarantee that these regulations will remain aligned over time and therefore may diverge.

Please be aware that Northern Ireland, due to its special status within the agreement, currently has its own UKNI mark.

For further information please see the government’s website:
www.gov.uk/guidance/using-the-ukca-marking

Dropped objects can hurt, damage, maim, and kill!

15/04/2021

As an association we are still recording an unacceptably high number of dropped object incidents. These are objects being dropped onto, or close to, operatives working below and are quite often dislodged by technician’s ropes whilst manoeuvring.

To prevent this and to help minimise any dropped object occurrences, in addition to ensuring that all tools and personal items are securely attached, technicians should constantly be aware that they may be working in areas where nobody has been for a long period of time. Therefore, technicians need to conduct a ‘Dropped Object Sweep’ as they progress towards and through the work site, in order to identify and remove any potential dropped objects.

Dropped Object Prevention

  • Ensure tools are tethered adequately.
  • Do not use tape, string or other materials not intended for tool tethering.
  • Use manufactured tethers and connectors where possible. There are many options available designed for specific tasks.

Time and cost saving is poor justification for the use of other tethering methods!

In some parts of the world, it is a legal requirement to use purposely designed and manufactured tethers. As leaders in our industry, all rope access technicians should help set and maintain the standards worldwide.

Ensure all equipment attached to a harness is within permissible limits as set by the manufacturer. Bulky, awkward or heavy (e.g. over 8 kg) equipment should be fitted with a separate suspension system.

Be proud of your own safety standards and do not leave accessories unattended, or untethered, where they could be dislodged or tripped over.

Potential Dropped Objects

These could be legacy items left at height by other trade groups from previous work scopes or loose features on buildings, structures or natural features which may include:

  • Tools, equipment and materials;
  • Loose masonry on building façades;
  • Loose rocks and stones on slopes and hill sides.

In addition, there may be potential for items which are part of the structure to be weakened by corrosion and the effect of wind and vibration. Any item that may become detached by our additional work, or have the potential to become detached from the structure, should be reported and a plan put in place for their safe removal and recovery.

REMEMBER TOOLS AND MATERIALS LEFT UNSECURED AT HEIGHT CAN BE POTENTIALLY LETHAL. NOT ONLY IMMEDIATELY, BUT ALSO IN THE FUTURE!

[ Example of a work tool tether being used. Image courtesy of MIRA Rope Access © 2021.]

HAND AND ARM INJURIES

  • Protect yourselves by covering up exposed skin. This will help prevent fluid splashes and spills, low impact injuries, strains, cuts and bruises.
  • Personal Protective Equipment (PPE) is a last line of protection, ensure it is worn correctly.

Maintain your Personal Protective Equipment (PPE) correctly and replace it when it shows signs of wear and tear.

Your employer is required to provide you with the correct PPE for your work task. As a responsible, safety conscious, rope access technician, you are expected to use the PPE provided!

Unofficial rope access training websites

15/04/2021

We are receiving many enquiries about the validity of unofficial websites and Uniform Resource Locators (URL) that are offering rope access training or pointing to websites that offer unofficial rope access training. In many cases, this is resulting in training candidates being misled into paying large sums of money for training that is not recognised by IRATA, FISAT, SOFT or ANETVA.

To help safeguard against these attempts to mislead candidates, the leading European based rope access training providers have combined forces to inform their candidates seeking rope access training to be aware of the information provided on these unofficial platforms.

OFFICIAL ROPE ACCESS TRAINING

If you are seeking official IRATA, FISAT, SOFT or ANETVA rope access training, only use the following websites to verify that the organisation offering you rope access training, is an official training provider:

IRATA www.irata.org
FISAT www.fisat.de
SOFT www.ttsoft.no
ANETVA www.anetva.org

REPORT

If you locate any domains or organisations that are offering unofficial IRATA, FISAT, SOFT or ANETVA rope access training, please report this to the appropriate organisation.

Thank you for your co-operation.

IRATA, FISAT, SOFT and ANETVA working together for the benefit of the rope access community.

Cessation of Accelerated Entry and the ARAA Conversion Schemes

15/04/2021

CESSATION OF ACCELERATED ENTRY

IRATA recognises qualifications obtained from alternative rope access certification schemes where comparative analysis of the syllabus requirements demonstrates a level of equivalency. Approved alternative rope access certification conversion schemes can be found on our website here. Please note, to read these documents you will be required to be logged into the members area of the IRATA website.

The Accelerated Entry scheme is withdrawn with immediate effect. Consequently, Accelerated Entry applications are no longer accepted. Applicants who have already commenced this scheme will have until 31/12/2020 to complete the Accelerated Entry Procedure, after which point it will become obsolete and IRATA certification relying on this scheme will no longer be granted.

AUSTRALIAN ROPE ACCESS ASSOCIATION (ARAA)

ARAA certification body ceased certification of their technicians as of 01/03/2019. As such, the ARAA to IRATA conversion procedure is withdrawn with immediate effect.

Please note that candidates who have already commenced the ARAA to IRATA conversion procedure will have until 31/03/2021 to complete this scheme, after which point the procedure will become obsolete and certification relying on this scheme will not be granted.

Candidates who have already commenced the Accelerated Entry Procedure or ARAA to IRATA conversion procedure are required to notify IRATA Head Office at training@irata.org.

Please contact training@irata.org in the event of any queries.

COMPLAINT JUDGEMENT – SELF-VERIFICATION & POOR MAINTENANCE OF THE LOGBOOK

15/04/2021

An IRATA L1 technician breached the IRATA logbook policy insofar that he self-verified a logbook entry recorded in his IRATA logbook. Further to this, upon inspection of the respondent’s logbook by an IRATA Assessor, the following additional discrepancies were identified:

  • missing verification signatures of rope access supervisors;
  • alterations made to page totals of hours worked, after verification;
  • incomplete logbook entries; and
  • logbook defacement.

The Respondent admitted their wrongdoing.

The Adjudicating panel determined as follows:

“The Panel note that over 500 unverified rope access hours were entered into the Respondent’s logbook and that this raises doubt about the authenticity of other work hours recorded in the Respondent’s logbook. The number of errors identified and the total disregard for IRATA’s logbook policies is alarming. The Respondent’s admittance of self-verifying his own rope access work hours, as though it was an accepted practice, emphasises the Respondent’s lack of awareness of basic logbook requirements. This also raises concerns about other important policies of which he may be unaware.

Accordingly, the Panel determined that the Respondent shall be precluded from IRATA training and assessment for a period of six months, after which time the Respondent’s reinstatement as an IRATA technician is subject to the successful completion of an IRATA training course and assessment at Level 1. Moreover, the Respondent shall not be permitted to use the logbook hours recorded in his logbook for the purpose of upgrading to IRATA Level 2 and will, therefore, be required to obtain a new logbook.”

IRATA COMMENT

In accordance with the IRATA logbook policy as set out in the ‘Training Assessment and Certification Scheme’, technicians are responsible for the correctness, accuracy and completeness of all entries recorded in their IRATA logbooks. Non-compliance with these requirements will likely result in a sanction.

Please maintain logbooks properly. The IRATA Logbook is an important document that is relied upon throughout industry. Guidance on how to correctly complete logbooks can be found here. If ever in doubt, please contact IRATA for further clarification.

EN 12841 AVAILABLE FOR PUBLIC CONSULTATION

15/04/2021

The long-awaited draft of EN 12841 is now available for public consultation.

EN 12841 “Personal fall protection equipment - Rope access systems - Rope adjustment devices” is an important standard for the rope access industry, applying to rope adjustment devices intended for use in rope access systems.

It specifies the requirements, test methods, marking and manufacturer’s instructions and information for three types of devices split into:

  • Type A – safety line adjustment device, commonly known as a backup device;
  • Type B – working line ascender;
  • Type C – working line descender.

This draft is a revision of the 2006 version of the standard with numerous changes. For those who may be unfamiliar with the document, Appendix B provides a background and rationale regarding the changes between this document and the 2006 version, and Appendix C notes the significant changes between this document and the 2006 version.

We recommend that all members review the draft and provide any comments using the BSI commenting system, as can be found in the link below. All comments submitted shall be addressed by the committee responsible for the draft of this document.

The draft of EN 12841 can be found here (link opens in a new window):

COMPLAINT JUDGEMENT – ASSESSOR CODE OF CONDUCT

15/04/2021

An IRATA Assessor arrived at a member’s training venue to conduct an assessment whilst under the influence of alcohol. The training venue management determined that he was in no fit state to conduct the assessment and therefore cancelled the planned assessment.

The Assessor admitted his wrongdoing, claiming that his dysfunctional state was caused by alcohol consumed at a party the night preceding the assessment, which extended into the early morning hours. It was further claimed that his condition deteriorated due to dehydration and sleep deprivation.

The IRATA adjudicating panel concluded:

arriving at an assessment inebriated to the extent that the Assessor could not undertake the assessment, is in no way mitigated by the Respondent’s claim that his alcohol consumption at a party the night before his scheduled assessment, which went into the early hours, dehydration and lack of sleep, gave rise to his dysfunctional state. The Panel felt that such claims merely emphasised the Assessor’s lack of professionalism and scant regard for the reputation of the member company and IRATA.”

Despite the Respondent’s forthcoming admission of his wrongdoing, the Panel determined that the severity of the infringement left the Panel with no alternative but to indefinitely withdraw the Respondent’s status as an IRATA Assessor, with immediate effect.

IRATA COMMENT

Substantiated cases related the performance of rope access activities whilst under the influence of alcohol or illegal substances will be treated with the upmost severity. The potential risk for harm to self and others cannot be overstated

Technician Logbooks

15/04/2021

TRAINING LOGBOOK HOURS

As stated in TACS [TC-101] clause 4.13.7:

‘Hours accrued whilst being trained in rope access should be logged, but do not count towards the working hours required to upgrade.’

In order to ensure that there is no confusion between working hours and training hours, please ensure that the hours accrued while being trained in rope access are logged in the Training Section of the logbook.

LOST LOGBOOKS

It has been brought to our attention that some Technicians are arriving to training courses without their logbooks. Please be aware that as per TACS [TC-101] clause 4.3.4:

‘Rope access Technicians who are upgrading or revalidating shall provide their logbooks to the IRATA International trainer member company at the start of the training course.’

As such, Technicians who lose their logbook should refer to TACS [TC-101] clause 4.13.11 which states:

‘If any rope access Technician loses their logbook, they should replace it immediately and, where possible, obtain references for the hours they have lost. Where lost hours are required to move up a level, e.g. Level 1 to Level 2, the candidate shall obtain credible references to verify the hours they have lost. Maintaining a scanned copy can guard against such problems.’

Please take precautions to ensure that you do not lose the logbook hours you have worked so hard to get!

‘Stop the Drops’ Video, by Absafe

15/04/2021

During IRATA International’s ITEC 2019 in Sydney, Absafe’s Paul Holland gave a presentation titled “Stop the Drops” which captured the attention of attendees, many of whom were astonished by what they witnessed on screen.

The presentation featured a video demonstrating the impact of dropping items commonly used when working at height. The film captures the destruction that can be caused by dropping the following items form a height of 20 meters:

  • m30 Bolt;
  • Steel wedge;
  • Scaffold clamp;
  • Short scaffold tube;
  • Podger spanner; and
  • A crow bar.

The controlled demonstration was witnessed by workers and significantly improved their awareness of the force of impact when dropping items from height.

IRATA Member Absafe have kindly shared this noteworthy video with IRATA International for the benefit of not only IRATA Members and their Technicians, but for the entire work at height sector.

Please take a moment to view this video below:

Why the Rope Access Industry needs to be more selfish when buying insurance

15/04/2021

Having provided insurance solutions to the Rope Access industry for the last ten years, I understand the approach that many technicians have to managing the transfer of their workplace risks using an insurance policy. The phrases “just give me the cheapest”, “I only need it for a contract” and “I don’t need that, it’ll never happen to me” have never been so prevalent when speaking with self-employed rope access technicians, meaning the majority of these operators only ever have the most basic insurance coverage, generally for the benefit of third parties.

Fortunately, the best practices that are continuously developed by IRATA mean that most IRATA technicians are right in their thinking and the incidents do not happen to them. This low frequency of incidents has meant that we have been able to develop the broadest and most competitive insurance products in the market place specifically for Rope Access businesses. However, as the old adage goes, accidents do happen and the consequences of not having invested in sensible protections for themselves and their businesses can be dire.

Take the case of a technician who had been working in the atrium of an office building removing some Christmas decorations. Suspended at a relatively low level, a momentary lapse in judgement and failure to properly comply with the two rope system saw the operative fall twenty feet breaking, numerous bones. Fortunately the individual survived however, the injuries resulted in 6 months off work. Being self-employed with no other forms of income and no meaningful reserves meant that he was only able to avoid bankruptcy and the loss of his home through the help of loans from other family members.

The slightly ironic thing about this terrible incident is that the technician in question had paid £500 per annum for his liability insurance so as to protect himself from being sued should he have injured someone else or damaged another person’s property. He had not, however, considered how he and his family would survive if he was hurt!

Personal accident insurance provides the possibility to insure for both a capital sum following major trauma such as death, the loss of a limb or an eye as well as a weekly amount for injuries which prevent the technician working. Any monies paid out to the company or individual are tax free and the premiums start from as little as £150 per annum.

For more information on how we can help you better protect yourself and your business please contact Rope-Sure on 01256 355656 or email enquiries@rope-sure.co.uk.

Note on the author: Jonathan Evans is the Chief Executive Officer of Rope Sure. Jonathan has held senior positions in numerous insurance businesses over the last 20 years and has been at the forefront of the development of insurance products for the rope access industry since 2009.
